Angelo Tomasello
Founder & President
Angelo Tomasello founded Locke Development Group with a vision of creating communities that generate lasting value for residents, municipalities, investors, and future generations. With extensive experience in real estate development, acquisitions, project management, and strategic planning, Angelo oversees the company’s overall direction, investment strategy, and growth initiatives.
Throughout his career, Angelo has successfully navigated complex development projects ranging from residential subdivisions and multifamily communities to mixed use redevelopment opportunities. His ability to identify emerging opportunities, structure creative transactions, and build strong partnerships has been instrumental in the company’s success.
As President, Angelo leads the acquisition, entitlement, financing, and execution of development projects throughout Western New York. He is passionate about responsible growth, community enhancement, and delivering projects that strengthen the neighborhoods they serve.

Jeffrey Liffiton
Vice President of Construction
Jeff Liffiton serves as Vice President of Construction for Locke Development Group, bringing decades of construction management and field experience to the organization. Jeff oversees all aspects of site development, infrastructure construction, vertical construction coordination, and project execution.
Known for his practical approach and deep understanding of construction operations, Jeff manages the transition from approved plans to completed communities. His expertise spans site work, utility installation, roadway construction, project scheduling, contractor management, and quality control.
Jeff’s hands on leadership ensures projects are delivered safely, efficiently, and to the highest standards of workmanship. His ability to solve challenges in the field and maintain strong relationships with contractors, consultants, and municipal agencies has been a key factor in the successful completion of numerous development projects.
His focus on accountability, efficiency, and craftsmanship helps transform development visions into reality.
Matthew Green
Vice President of Development
Matt Green serves as Vice President of Development for Locke Development Group, leading the company’s land acquisition, entitlement, planning, and development efforts. With a background in real estate development, brokerage, land use planning, and community engagement, Matt specializes in transforming raw land and underutilized properties into viable development opportunities.
A graduate of the University at Buffalo School of Architecture and Planning, Matt combines technical planning expertise with practical real estate experience to guide projects through every phase of development. His responsibilities include site selection, due diligence, zoning and entitlement coordination, municipal approvals, market analysis, and strategic project planning.
Matt works closely with landowners, municipalities, consultants, builders, and investors to create projects that balance economic viability with thoughtful community design. He is particularly passionate about housing development, neighborhood revitalization, and creating opportunities for future growth throughout Western New York.
